SYRACUSE, N.Y. -- For as long as Governor Cuomo has been using the competition model to hand out economic development funds, Central New York has been a top performing region with over $344 million in funding over 4 years.So, when the Governor talked about distributing $1.5 billion across three regions, the Central New York group went to work.They gathered in the lobby of the Hotel Syracuse -- which is undergoing a total renovation, in part with earlier development funding. Those earlier rounds, though, don't come close to this one...
