Working with the team at CenterState CEO, the Regional Economic Competitiveness Officer (RECO) will act as the lead project director for the region’s Build Back Better Regional Challenge initiative, through the first phase of the program. This is a long-term temporary position with the potential of becoming permanent.

Background:

In December 2021, CenterState CEO and a team of regional partners was accepted as a finalist in the U.S. Economic Development Administration’s (EDA) Build Back Better Regional Challenge (BBBRC). CenterState CEO’s plan called for accelerating innovation, equity and growth in the eight-county region’s Smart System’s industry. As part of this effort, a coalition of partners has prioritized a series of eight interconnected Smart Systems cluster projects with a vision for achieving equitable economic growth through:

  • Supporting the growth of existing Smart Systems industries by investing in the development of emerging market verticals such as UAS and Smart Cities;
  • Bringing geo-political resiliency and security to the Cluster supply chain through the development, and expansion, of trusted semiconductor chip manufacturing facilities;
  • Making investments in quantum computing to improve both the volume of processing power and the security of data that is processed within IoT; and
  • Spreading the economic benefits of the Smart Systems cluster to residents of both urban and rural geographies, especially those from historically marginalized populations, through large-scale workforce training to access quality jobs and startup assistance across the full life cycle of business formation, growth and expansion.

Essential Job Duties and Responsibilities

  • Provides coordination, technical assistance and support to the project sponsors in the development of their individual project applications.
  • Serves as the central coordinator of new and existing resources to the benefit of regional competitiveness.
  • Convenes the public, private, academic, and civic leaders making up the regional coalition members and partners to advance the initial goals of the Smart Systems cluster development effort.
  • Establishes a coordinated line of communication between regional growth clusters and EDA that accelerates collaboration and support.
  • Acts as a core resource to coordinate and drive engagement and participation of private sector partners in the development of the eight priority project applications and Smart Systems strategies.
  • Assists the CenterState CEO business development team in working with prospect companies interested in expanding operations in the eight-county region.
  • Coordinates with CenterState CEO business development, economic inclusion, racial equity and social impact, and innovation and entrepreneurship teams to ensure alignment of CenterState CEO’s programs and private sector connections with the goals of the Smart Systems strategy.
  • Works with the CenterState CEO research, policy and planning and development team to craft the regional project narrative.
  • Coordinates with the CenterState CEO communications team to identify and assist in crafting press releases, newsletter articles, and other public relations items around the Smart Systems cluster.
  • Leads the drafting of the Smart Systems Cluster Development Plan.
  • Other duties as assigned within the scope of the position.

Education and Experience:

  • Bachelor’s degree with coursework in Public Administration, Business Administration or related field, preferred, with a minimum of 10 years’ experience in economic development, regional planning, innovation and commercialization, regional economic development consulting or a similar industry. May consider additional direct experience in lieu of a degree at a ratio of 2:1.

Knowledge, Skills and Abilities:

  • Mastery of regional economic development strategies and execution within new business attraction, existing business expansion, entrepreneurship and startup support, workforce development, racial equity, regional economic development strategic planning, and grant capture.
  • Proven ability to cultivate and maintain diverse stakeholder coalitions.
  • Excellent verbal, and written communication skills.
  • Ability to gather, collate, and analyze a variety of data.
  • Thorough understanding of:
  • program research, development and implementation techniques;
  • agencies and programs related to federal economic and urban development; and
  • economic development principles and practices.

Travel:

  • Limited overnight travel may be required. Travel throughout the eight-county region to meet directly with partners and stakeholders is required.

Physical and Mental Requirements:

  • Close mental and visual attention required to perform work dealing primarily with preparing and using a computer terminal or other electronic equipment for research, and/or extensive reading.
  • General office equipment is used.
  • May be required to sit for extended periods of time.
  • Ability to lift up to 20lbs.

Work Environment:

There is no exposure to adverse environmental conditions. Work is performed in a typical office environment.
